### The Signal

This isn't an academic spat. It's the defining question for the next trillion dollars moving on-chain. The meta-debate here is whether Web3 means decentralization or just digital ownership. You can tokenize a building title on a permissioned Hyperledger instance. That's blockchain. But if that token can't freely trade, collateralize a loan on Compound, or compose with other protocols, is it really Web3? Or just Web2 with a Merkle tree?

Both firms are betting real capital on their theses. ARK continues loading up on public chain exposure. a16z backs companies building institutional infrastructure, often permissioned. One of them is about to get very rich or very educated.

### The Implication

Watch where the tokenized T-bills go. If BlackRock's BUIDL fund stays on Ethereum mainnet and starts showing up in DeFi lending pools, ARK wins. If institutions spin up a dozen incompatible permissioned chains and only connect them through trusted intermediaries, a16z called it.

For builders, this splits the market. If you're betting on institutional adoption through public DeFi, build protocols that make compliance easy without sacrificing composability. If you think permissioned wins, focus on interoperability layers between private chains. The asset tokenization wave is coming either way. The question is whether it flows through open pipes or controlled channels.
