### The Signal

The timing is suspicious. When market leaders call for regulation, it's worth asking whether they're protecting humanity or protecting market share.

But even if we assume good faith, the entire framework collapses without Beijing. The WeChat bug scenario is instructive because it's not hypothetical anymore. We're past the point where AI failures are contained within one jurisdiction. An agent economy means agents cross borders, interact with foreign systems, and propagate errors at network speed. A safety failure in Shenzhen becomes a market event in New York before anyone can write the incident report.

### The Implication

If you're building in the agent space, don't assume Western safety standards will become global defaults. Plan for a world where Chinese models operate under different constraints and your agents will eventually interact with theirs. The companies that figure out interoperability across regulatory regimes will have an edge.

Watch for whether this pause talk leads to actual international coordination or just domestic theater. If six months from now we have new US rules but no Beijing dialogue, you'll know the answer.
